SUMA established a scholarship to honour the memory and lifelong work of Laurent Mougeot, who spent much of his life furthering municipal interests. SUMA has partnered with Saskatchewan Polytechnic to offer the Municipal Administration specialty through the School of Business. The Laurent Mougeot Memorial Scholarship will empower students in the Municipal Administration Diploma program to strive for success during their journey in the program. 

Laurent was a leader, mentor, and friend to many. He was born in 1955 in Hull, Québec, and later made Saskatchewan his home. His career covered many aspects of municipal administration and governance. He worked in several roles with the City of Prince Albert and subsequently served as CEO of the Saskatchewan Urban Municipalities Association (SUMA) for 12 years before retiring in 2017. Laurent led SUMA with passion and was always available to help residents and he was a champion for municipalities. Among his achievements was getting 75% of one point of the PST revenue from the province as a predictable income source. 

Laurent contributed his expertise to many local, provincial, national, and international committees and organizations. His achievements include launching the SUMAssure Insurance Reciprocal, an insurance organization owned by Saskatchewan urban municipalities and creating Melius Governance, a management consulting service. His dedication to promoting and strengthening local governments and municipal associations is widely recognized by his peers, and he received several awards for his work.
